According to the report, rainfall patterns across the region are becoming less predictable, with longer dry seasons followed by shorter, more intense periods of rain. [I] At the same time, population growth and expanding agriculture are increasing demand for fresh water every year. [II] Upstream dam construction further reduces the amount of water reaching downstream communities during the dry months. [III] Researchers warn that these three pressures, taken together, could reduce the amount of fresh water available per person in the Mekong Delta by nearly a third by 2050. [IV]
The consequences are not evenly spread. Coastal communities that already rely on groundwater are especially vulnerable, since overuse of groundwater can allow salt water to seep into fresh water supplies, a process known as saltwater intrusion. Farmers in low-lying areas have reported that rice fields once considered reliable are now too salty to farm during parts of the year, forcing some families to switch to shrimp farming or leave agriculture altogether.
The report concludes that without significant investment in water storage and more efficient irrigation, several million people in the Mekong Delta could face serious water shortages within a generation. It recommends a combination of solutions, including better coordination between countries that share the Mekong River, smarter irrigation systems that reduce waste, and stronger protection for the wetlands that naturally store water during the wet season. None of these solutions alone, the authors stress, will be enough on its own.
The researchers hope the report will encourage governments in the region to treat water scarcity as an urgent, shared problem rather than a series of separate national issues. They point out that rivers do not respect borders, and that a dam or irrigation project in one country can have consequences for millions of people living far downstream in another. Some officials have already begun discussing a new regional agreement on water sharing, though negotiations are expected to take years.
